AI SDR for recruitment and staffing agencies: business development that finds hiring managers

For an agency, outbound is two jobs: finding candidates and finding clients. This guide is about clients. An AI SDR can watch for companies hiring in your niche, write to the hiring manager with one specific question about the role, follow up, and hand every manager who wants to talk terms to a consultant. Candidate outreach is covered on the recruiters page.

Why outbound in recruitment and staffing agencies is different

A hiring manager with an open role is the warmest cold prospect there is: the need is public and dated. The problem is that every agency in the niche sees the same job post, so the manager gets the same message ten times. What stands out is a question that shows you understand why the role is hard to fill.

Timing matters more than in most industries. A role that has been open for six weeks is a different conversation from one posted yesterday, and a company hiring five people in one team has a different problem from one replacing a leaver.

What an AI SDR does for recruitment and staffing agencies

  • Watches LinkedIn for companies hiring in your niche, with the Hiring for Position signal template, and for new joiners in talent roles who may review suppliers.
  • Writes to the hiring manager, not the careers inbox, with one question about the role, such as what has made it hard to fill.
  • Follows up when the role is still open after a few weeks, which is when the pain is real.
  • Keeps candidate and client campaigns apart, each with its own persona, goal and list.
  • Collects the brief before a consultant calls: role, location, salary band if offered, timeline and whether other agencies are working on it.

An example sequence for recruitment and staffing agencies

This is an example to adapt, not a campaign that ran. Change the timing, the angle and the words to fit your offer and your buyers.
  1. 1

    Signal

    A matching role is posted

The agent adds the hiring manager to the client list, not the recruiter who posted it.

  2. 2

    Day 0

    Connection request or email

A short note that names the role and asks one question about it.

  3. 3

    Day 5

Follow up with a market fact you can stand behind

Something you know from your own desk, such as how long similar roles take in your niche.

  4. 4

    Day 14

Check if the role is still open

If the post is still live, ask whether a shortlist of three would help.

  5. 5

    Any reply

    Hand to a consultant

The consultant discusses terms, fees and the brief.

Example first message (illustrative)
Hi Priya,

I saw you are hiring a senior [role] for the [city] team. Is the hard part finding people with [specific skill], or getting them to move from larger companies?

We recruit only [niche] roles, so I may know a few people who fit. Happy to share how we would approach it.

[Name], [Agency]

What stays with a person

  • Fees, rebates and terms of business.
  • Any discussion of named candidates, which carries confidentiality and data protection duties.
  • Salary advice and market rates beyond what you have written down as approved.
  • Exclusivity and retained search proposals.
  • Any reply from a company that already has a preferred supplier list, which needs a person to judge.

The closest published evidence

The nearest published campaign is the wealth advisor referral network, which recruited professionals on LinkedIn by writing as a peer. Of 9,808 professionals messaged, 4,392 replied (44.8%). Of 1,751 replies that were only thanks for connecting, the agent turned 1,035 into real conversations by asking one question. Those were recruits, not clients, so use it as a guide to tone, not a forecast.

Our own LinkedIn outbound at Sellinger found that the list was the bigger lever: cutting reply time from 19 to 2 minutes did not lift meetings. For an agency, the list is the set of managers with a hard role open right now.

Rules to check before you start

Two sets of rules apply. LinkedIn's terms apply to any automation, and data protection law applies to everyone you contact. Client outreach to company addresses follows the email rules summarised in is cold email legal. Keep candidate data out of client messages. This is not legal advice.

Before every send on email, LinkedIn and WhatsApp, the platform checks the team's suppression list and refuses the send when the contact is on it or when the check cannot be completed.

How to start with Sellinger

  • Run clients and candidates as two campaigns with separate goals. The recruiting goal templates help with the candidate side.
  • Set the hiring signal to your niche and region so the list fills with real open roles.
  • Write fees, candidates and terms down as human only.
  • A campaign can run in approval mode, where every message waits for a person to approve it, or send automatically. A person can take over any conversation, and the agent stops on its own when it cannot answer, for example a price it has no answer for.

Common questions

Can an AI SDR find clients for a recruitment agency?
It can find hiring managers with open roles, write to them and follow up. A consultant handles the brief, fees and candidates.
Should the agent write to the recruiter who posted the job?
Usually not. The internal recruiter may see agencies as competition. The hiring manager owns the problem.
Is this different from candidate outreach?
Yes. Candidate outreach is covered on the recruiters use case. Client business development is a sales campaign with its own persona and list.
Does Sellinger publish recruitment agency results?
No. This page is a method guide. The nearest numbers come from a referral network that recruited professionals on LinkedIn.
