WhatsApp Business API cost in 2026: the API, the Business app or your own number
By Viktorio Shopov, co-founder of Sellinger. Reviewed by Asen Levov. Published . Last updated . 8 minute read.
The WhatsApp Business API is priced per delivered message, set by market and category: marketing, utility, authentication and service. Replies inside the 24 hour customer service window are the cheap part, and a business starting a conversation with a template pays for it. The WhatsApp Business app has no per message fee, and some tools, including Sellinger, work through your own connected account instead.
"How much does WhatsApp cost for business?" has three honest answers, because there are three ways to be on WhatsApp as a company. This post explains how Meta's pricing works, what each route costs you in money and in limits, and which one fits a sales team. The pricing statements come from Meta's own pages, read on 25 October 2026. Rates change, so confirm the current rate card before you budget.
How does WhatsApp Business API pricing work?
Meta's pricing page says it charges per message, not per conversation. The per message model took effect on 1 July 2025 and replaced conversation based pricing. You are charged when a message is delivered, not when it is sent, and only for messages from a business to a person. Messages a person sends to you are free.
Messages fall into four categories:
| Category | What it is | When it is charged |
|---|---|---|
| Marketing | Promotions, offers, anything meant to sell | Per delivered template message |
| Utility | Order updates, bookings, confirmations the person expects | Per delivered template message; free when sent in reply inside the service window, according to Meta |
| Authentication | One time passcodes and login codes | Per delivered template message |
| Service | Answers to a person who wrote to you | Not charged inside the window, according to Meta |
The rate for each category depends on the market of the person you message and on your billing currency. Meta publishes the rate cards as files for several currencies and in an interactive selector, and it says volume tiers apply to utility and authentication messages only, with lower rates unlocking as monthly volume rises.
What is the 24 hour window, and why does it decide your bill?
When a person messages your business, a 24 hour customer service window opens. It resets with every new message from them. Inside it you can send ordinary free text replies. Outside it, you can only send pre approved templates, and those are charged by category.
This is the whole shape of the cost. A business that mostly answers people, such as a hotel replying to an inquiry, lives inside the window and pays little. A business that wants to start conversations pays per template, and a marketing template costs more than the others. Meta also lists a free entry point window: when a person messages you from a Click to WhatsApp ad or a Facebook Page button, replies in the window are not charged. It lists a monthly free allowance of service messages per phone number as well. The details and dates on those allowances are on Meta's page, and we would not budget around them without reading it.
What does the API cost beyond the message fee?
Meta's page describes charges for delivered messages and mentions no access fee for the API itself. In practice most small businesses do not call the API directly. They use a provider, such as a business solution provider or a platform built on one, and that provider adds its own plan, seat or markup fees. We do not publish any provider's fees here, because they differ and change. Three questions to ask in writing:
- What is the monthly platform fee, and what does it include?
- Is the Meta message fee passed through at cost or marked up?
- What happens to my number and my message templates if I leave?
Meta reviews each template before you can send it, which adds a step each time you want to send something new.
The WhatsApp Business app
The Business app is the free app for small companies. It has no per message fee, a business profile, labels and quick replies. It is built for a person answering customers by hand on a phone. It is not built for an agent answering hundreds of conversations, and WhatsApp's own terms prohibit bulk and automated messaging by users of its consumer services. For a one person shop that answers in the evening, it is the right start.
Connecting your own number: what Sellinger does
Sellinger does not use the API. You link the WhatsApp account on your phone by scanning a QR code under Linked devices, and the agent sends and answers through that account. The connect WhatsApp guide shows the steps, and the wizard accepts a WhatsApp Business account or a personal one.
That changes the cost picture and the risk picture:
- No per message fee from Meta. The cost is the Sellinger plan. WhatsApp is on the pricing page from $29 a month on Starter, with Growth, Scale and Pro above it.
- No template review step. The agent writes in the conversation, as a person would.
- WhatsApp's rules apply to your account. WhatsApp itself limits outbound messaging, so first messages run at a small daily volume. The agent answers people who write first, and it can send first messages and follow ups through your connected account at that small volume.
We would rather you read the rules than take our word. WhatsApp's Terms of Service list "bulk messaging, auto-messaging, auto-dialing" among impermissible communications, and its Business Messaging Policy, last updated 23 September 2026, requires opt-in permission for business messages and says WhatsApp may limit or remove access for violations. Sellinger's route is different from the official API, and that is a trade you should make knowingly. For cold outreach in particular, read our post on WhatsApp cold outreach before you start.
Which route fits which team?
| Situation | Likely fit |
|---|---|
| A few customers a day, answered by one person | Business app |
| Support or notifications at scale, with templates and an approved sender | API through a provider |
| Sales conversations that start from inquiries and warm leads, answered fast, with a person who can take over | A connected account with an agent, at a small outbound volume |
| Large scale cold messaging | None of these is built for it; WhatsApp restricts it |
For inbound handling the pattern is simple. Our post on WhatsApp AI agents and human handoff covers when the agent stops and a person takes over. For where WhatsApp sits next to your other channels, see the shared inbox post.
A cost checklist before you decide
- Count your conversations per month and how many start with you.
- Split them into inside the window and outside it.
- Ask any provider for fees in writing, including what happens on exit.
- Read Meta's current rate card for your country and currency.
- Decide who answers when the agent stops, and how fast.
None of this is legal advice. Messaging rules differ by country, and the policies above are the authority.
