Instagram DM limits and the action blocked message: what is known and what is folklore

By Viktorio Shopov, co-founder of Sellinger. Reviewed by Asen Levov. Published . Last updated . 8 minute read.

Meta publishes technical limits for Instagram messaging through its API: a 24 hour messaging window, a 7 day window for human agents, and per second and per hour call limits. It does not publish a daily cap on direct messages for an ordinary account, so any specific number you read is a guess. An action blocked notice is a temporary restriction. Slow down, stop automated sending and review what triggered it.

Search for "Instagram DM limit" and you will find confident numbers, each different. This post separates what Meta documents from what people repeat. The statements about Meta come from its developer documentation, read on 25 October 2026. Instagram's own Help Center pages did not render in our fetch, so where we describe the "action blocked" notice we say plainly that we are describing common behaviour, not quoting Meta.

What does Meta publish about Instagram messaging?

Meta's documentation for the Instagram messaging API sets out these rules:

  • Who you can message. Only after an Instagram user has sent your account a message can your app message that user. Group messaging is not supported.
  • The standard window. For most user actions it lasts 24 hours. If a person's first message follows a Click to Direct ad, the window may last up to 7 days from that message.
  • The Human Agent tag. Your app can tag a response to use a separate 7 day Human Agent window if a person needs more time to reply.
  • Requests folder. Messages in the Requests folder that have not been active for 30 days are not returned in API calls.

These are rules for apps that use the official API. They are the clearest picture of what Meta considers normal: a business replies to people who wrote to it first.

What are the numbers Meta does state?

The Instagram platform overview describes rate limits for API calls. They are about how often an app may call the API, not about how many direct messages a person may send.

Table
Send API, text, links, reactions, stickers100 calls per second per Instagram professional account
Send API, audio or video10 calls per second per account
Conversations API2 calls per second per account
Private Replies, comments on posts and reels750 calls per hour per account
Private Replies, Instagram Live comments100 calls per second per account
Other endpointsBusiness Use Case rate limiting, tied to impressions over a rolling 24 hours

Notice what is missing: a daily count of first messages to people who have not written to you. We found no official source for one. That is why we do not print a "safe number" here.

What does "action blocked" mean?

"Action blocked" and "Try again later" are notices people see when Instagram restricts an action. We could not read Instagram's Help Center pages on them in our fetch, so this section describes what is commonly reported rather than quoting a policy.

  • It is a temporary restriction on one action, such as following, liking, commenting or messaging.
  • It appears after behaviour that Instagram treats as unusual: many actions in a short time, repeated identical messages, many new accounts contacted, or activity from a new device or location.
  • Instagram does not state the trigger or the length, so you cannot compute a threshold.
  • Repeated blocks can lead to stronger restrictions. The Terms of Use, as we read them, restrict accessing or collecting information in unauthorized ways and use of the service for unsolicited bulk messaging. Read the current Terms of Use yourself.

If you see the notice, stop the activity that caused it, including any automation, wait, and look at what you sent. Do not try to push through with another tool or a second account.

Is Instagram DM automation safe?

It depends on the kind of automation, and no one can promise safety. Three kinds exist:

Table
Official API toolsReply to people who wrote first, inside the 24 hour windowFollows Meta's documented rules
Comment to DM flowsA comment triggers a private reply through the APIDocumented private reply limits apply
Tools acting through your logged in accountSend first messages to people who have not written to youOutside the API's "message only after they wrote" rule, so account restrictions are a real possibility

Our glossary entry on Instagram automation and the Instagram DM tools comparison cover the options in more detail.

What does Sellinger do on Instagram?

The Instagram agent answers direct messages, comments and story mentions and works the inbox. It can also send first messages to leads you import, under a daily outbound limit set per account. The code default is 30 a day, and an account can carry its own value. We make no performance claim for Instagram first messages, and no tool can guarantee Instagram will never restrict an account. If you want the lowest risk, use the agent for inbound conversations and keep first messages small. Our post on Instagram DMs as an inbound channel shows what that looks like in practice.

How do you recover after a block?

There is no official recovery recipe we can cite, so this is practical advice, labelled as ours:

  • Pause all automated and bulk activity on the account for a few days, not hours. Manual use in the app is fine if it is light.
  • Check what changed before the notice: a new tool, a new list, a jump in volume, a new device or a login from another country.
  • Restart at a lower level than before and raise it slowly. If the notice returns, the cause is probably still there.
  • Review the account itself. Remove third party apps you no longer use from the account's connected apps, and use a strong password with two factor authentication.
  • Use the in app report option if you believe the block is a mistake, and keep your messages honest and relevant in the meantime.

The same logic applies on other channels. Our posts on LinkedIn account restrictions and WhatsApp cold outreach describe how pacing and relevance protect an account there too.

A cautious checklist

  1. Reply first. Make sure every person who messages you gets an answer inside 24 hours.
  2. Keep first messages few. Start with a handful a day and increase slowly, if at all.
  3. Vary the text. Identical messages to many people are the clearest automation signal.
  4. Send to people who know you. A warm lead who engaged with your posts is a different case from a cold list.
  5. Stop on any warning. An action blocked notice means pause everything for the account.
  6. Read the answers. Annoyed replies mean the list or the wording is wrong.
  7. Never use a second account to get around a block.

Worked example (made up)

A small training company has 40 people who commented on its posts last month. Instead of messaging all 40 in an afternoon, it sends 5 personal messages a day for a week, each mentioning the comment. Two people reply, one says not now, and the company stops messaging that person. Nothing here depends on a secret number: it depends on relevance, small volume and attention to the first replies. Compare that with a cold list of 2,000 accounts, where each of those choices is missing.

If you want to connect an account, the connect Instagram guide shows the steps. This post is not legal advice, and Meta's current documentation is the authority on what its platform allows.

Common questions

How many DMs can I send on Instagram per day?
We found no official daily number for ordinary accounts. Meta's documentation lists API call limits, which are a different thing. Articles that give an exact daily figure are repeating folklore. Start small, vary your messages and watch for warnings.
What does action blocked mean on Instagram?
It is a temporary restriction Instagram applies when it sees activity it treats as unusual, such as many actions in a short time. It does not tell you the exact trigger or length. Stop the activity, wait, and review what you sent.
Is Instagram DM automation safe?
No tool can promise that. The official API only lets an app message someone after they have messaged you. Tools that work through your logged in account behave differently and carry account risk. Judge a tool by how it paces, what it refuses to do and what it says about risk.
What is the Instagram 24 hour messaging rule?
According to Meta's Instagram platform documentation, an app can message a person only after they have messaged your account, and for most user actions the window lasts 24 hours. A Human Agent tag allows a response in a separate 7 day window.
Does Sellinger send cold DMs on Instagram?
The Instagram agent answers direct messages, comments and story mentions and works the inbox. It can also send first messages to leads you import, under a daily outbound limit set per account. We make no performance claim for Instagram first messages.
